Previous Policy

Goods, commodities, or services (such as meals, clothing, and lodging) provided as a compensation for work or as a contribution. To distinguish from money contributions, see Contributions.

Treatment: Excluded Income

Provided Shelter is shelter that is either provided at no charge to the assistance group or is paid for by an individual outside of the assistance group. When shelter is provided free or at a reduced cost in exchange for work, the value of the provided shelter is excluded income. However, for a private home to qualify as a provided shelter, the individual must not be obligated for any of the expenses attributable to owning the home.

Exception: Financial Assistance—no shelter allowance is given in the standard of need.
