Individuals who are residents of drug or alcohol treatment centers apply and are certified through the use of an AR. The AR must be an employee designated by the private nonprofit organization or by the publicly operated mental health center that is administering the treatment program.
The organization applies on behalf of the resident, receives the food stamps, and uses the stamps for food prepared by or served to the resident.
Treatment centers acting as AR are liable for overpayments resulting from inaccurate information or illegal use of food stamps.
