____________________________________________________________
An individual is not considered a striker if the individual is:
• exempt from work registration for any reason other than employment (such as care of a child),
• not participating in the strike, but cannot work because of the strike (such as flight attendants who cannot work because of an airline pilot strike),
• afraid to cross the picket line because of threatened harm, or
• locked out of the job by the employer, including individuals who were considered strikers before the lockout.
