Certify blind or disabled residents of a group living arrangement by the same income and resource standards as other households. To qualify as a disabled resident of a group living arrangement, the individual must meet the target population definition of disabled.
Blind or disabled residents of a group living arrangement may apply:
• for themselves,
• through an authorized representative (AR) of their own choosing, or
• through an AR employed and designated by the group living arrangement.
The group living arrangement determines which residents have the physical and mental ability to handle their own affairs and to apply on their own behalf, and which residents the group living arrangement will represent.
If the residents apply through the use of the group living arrangement’s designated AR, determine eligibility for each individual as a household size of one. If residents apply on their own behalf, in person, or through an AR of their own choosing, the maximum household size is 16.
