To calculate the claim against the household, take the following actions:
1. Review the amounts of food stamps actually issued. Backtrack to the month that the violation occurred, but no farther than 6 years prior to the date of discovery.
2. Determine the correct food stamp entitlement for each of the months a household received an overissuance.
3. Do not apply the 20% earned income deduction to the portion of earned income which the household failed to report.
4. Total the stamps issued each month that were in excess of the month’s entitlement. Establish a claim for repayment of the excess.
5. Offset the claim for repayment of the overissuance by deduction from any benefits not yet restored to the household. Proceed with collection action to recover any remaining balance. See Chapter 600, Standards and Budgets.
