Certain elderly or disabled individuals are defined as the target population. Allow target population individuals the following additional income deductions and options:

• Gross income test — exempt a household with 1 or more target population individuals from the gross income test.
• Medical expense deduction — allow a medical expense deduction for a household with a target population individual who has medical bills that exceed $35 a month.
• Excess shelter expense deduction — allow a household with a target population individual an excess shelter deduction for the full monthly amount that exceeds 50% of the household’s monthly income after other deductions.
