Determine eligibility for shelter residents based on their income, resources, and expenses.
Exclude resources held jointly with members of the former household, unless an agreement exists at application which gives the shelter resident safe access to the resources.
Treat room payments made by the battered woman and children to the facility as shelter expenses.
