Through the Community Mental Health Services Block Grant to the States, the CMHS works in collaboration with each State or Territory to develop and implement its own State Mental Health Plan for improving community-based services and reducing reliance on hospitalization.
The State is required to seek comments from the public on the State Mental Health Plan and Implementation Report. The Bureau of Behavioral Health encourages and welcomes such comments at anytime.
Each State or Territory is also required to have a mental health planning council, which includes consumers of mental health services and family members, as well as service providers and State officials, to review the Plan and the implementation of the Plan. New Hampshire's council is the State Behavioral Health Advisory Council.
