Residential community based services include intensive and intermediate service level group homes, general group homes and shelter care. The Juvenile Justice Community Program unit is responsible for the certification of all community based residential programs used by JJS.

Non-residential community based services include youth tracking services, in-home counseling, traditional counseling, transportation and the Juvenile Offender Locator Team (JOLT).

The majority of funding for programs and services administered by the Community Programs unit comes from three sources by way of the Office of Juvenile Justice Delinquency Prevention (OJJDP): Formula Grants; Title V Incentive Grants for Local Delinquency Prevention Programs; and Juvenile Accountability Block Grants (JABG). Funds are made available to community providers through competitive bid processes that outline specific program criteria.
