Nancy L. Rollins serves as Associate Commissioner for the New Hampshire Department of Health and Human Services. Since 2006, Nancy has overseen the Division of Community Based Care Services (DCBCS). DCBCS provides administration and management for the state’s provision of behavioral health, developmental services, elderly protective services, nursing home care, drug and alcohol services and home and community based services for seniors, chronically ill or disabled adults and children.
Previously Nancy was the Director of the New Hampshire Division for Children, Youth and Families (DCYF). In July 1995, she became the Director of DCYF within the newly reorganized structure of the Department of Health and Human Services. DCYF has responsibility for child protective services, adoption and foster care, child development services and domestic violence services. From 1995–2001, DCYF also had responsibility for juvenile justice probation and parole services. Prior to becoming Director, Nancy served as DCYF Deputy Director.
Prior to DCYF, Nancy was a Program Administrator and Children’s Mental Health Director with the then Division for Mental Health and Developmental Services at DHHS.
Nancy has been with DHHS since 1989. Her professional career spans over thirty-five years of private and public sector human service experience that reflects a variety of disciplines including child protection, juvenile justice, mental health, developmental services, health care, elder services, domestic violence and substance abuse treatment. Nancy is a strong advocate for the development of an array of community-based services and supports that help reduce the dependency on more costly long-term institutional placements, and assists individuals and families in gaining the skills necessary for their own self-determination. Nancy advocates staunchly for consumer and family empowerment, while ensuring individual, family and community safety.
Nancy has a Master’s Degree in Social Work (M.S.W.) with a concentration in Human Services Administration from the University of Connecticut, West Hartford, Conn. and a Bachelor of Science Degree, in Community, Leadership and Development, from Springfield College, Springfield, Massachusetts.
