Health Insurance Premium Payment
The Health insurance Premium Payment Program, also know as the HIPP Program, is a program where the following are paid by the State of NH if the eligibility criteria is met:
- Cost effective employer provided health insurance
- Cobra insurance premiums
- Cobra extensions
An individual who is eligible for any of the various Medicaid programs and is enrolled in an employer provided health insurance plan may be eligible to participate in the HIPP Program.
The HIPP Program will assist in paying your employer provided health insurance premium or employer provided cobra insurance, for the Medicaid eligible individuals, if the insurance premium are less than paying the medical expenses under Medicaid.
For Example:
You are a Medicaid recipient and you have employer provided health insurance. Your employer based insurance paid $200 a month for prescriptions and you have three hospitalizations a year for asthma attacks and the insurance company paid $5,000 for each hospitalization. Your insurance company would have paid $17,400 for the year. Your insurance premium deducted out of your check each month costs $700, for a total of $8,400 for the year.
It would be considered cost effective for the State of NH to pay your insurance premiums at $8,400 instead of paying $17,400. This would result in a savings of $9,000 for the year.
