Dual Eligibility (Medicare and Medicaid EHR Incentive Payments): A hospital that is a meaningful EHR user under the Medicare EHR Incentive Program is deemed to be a meaningful user for the Medicaid EHR Incentive Program.
CMS will audit dually eligible hospitals for compliance with meaningful use requirements under the Medicare program. New Hampshire Medicaid will audit other requirements for receiving a Medicaid EHR incentive payment including:
- Patient Volume eligibility
- Average Length of Stay eligibility
- EHR technology certification
- Medicaid EHR incentive payment data
Two factors determine the EHR reporting period for hospitals eligible for both the Medicare and Medicaid EHR Incentive Programs: the payment year and the program for which the EH is attesting. The reporting periods are outlined in the table below. (Adopted, implemented, or upgraded to certified EHR technology for Medicaid is abbreviated as AIU; Meaningful Use is abbreviated as MU.)
