NH Health Profession Opportunity Project
The New Hampshire Health Profession Opportunity Project (HPOP) is a five year initiative led by the NH Department of Health and Human Services, Office of Minority Health and Refugee Affairs (OMHRA). We are very excited to be leading this effort to increase workforce training opportunities for low-income individuals who desire training in healthcare occupations.   • What is HPOP?
      • HPOP offers an opportunity for motivated, eligible, low-income adults to train for and find jobs in health care occupations in New Hampshire - specifically health jobs that are projected to be in high demand and pay well.
      • HPOP uses an employer-driven model to identify gaps in skilled health care occupations, and to place trained, committed candidates in these jobs for long-term success and self-sufficiency.
      • HPOP aims to build New Hampshire's health professions workforce by training TANF and other low-income individuals in high demand healthcare occupations. As well, motivated individuals already engaged in the healthcare field will be offered an opportunity to advance their skills and move up in their health career.

  • How do I participate in this new program?
      • The first step is to attend an Orientation Session where you will be introduced to what HPOP has to offer and will learn about the eligibility criteria and application process.

  • Why is the project targeting training for jobs in healthcare?
    • Healthcare is one of the NH's most stable employment sectors. There were 2,900 education and healthcare jobs added Statewide between 2008 and 2009. Labor market statistics indicate rapid growth in diverse health occupations over the next 10 years. However, despite the availability of jobs and projected growth in this industry, NH is experiencing a healthcare workforce shortage. Meanwhile, approximately 50,000 trainable adults remain unemployed and record numbers of families are accessing public assistance.

  • What are the objectives of HPOP?
    • • To train TANF recipients and other low-income individuals in high-demand health professions;
    • • To connect the workforce needs of healthcare employers with an expanding labor pool of skilled workers; and
    • • To enhance the infrastructure of training programs Statewide to recruit and retain minority students.

  • What is the source of funding?
    • OMHRA has been awarded $2.38 million for the first year, and almost $12 million over 5 years. This funding is authorized by the Federal Patient Protection and Affordable Care Act of 2010. It is administered by the United States Department of Health and Human Services, Administration for Children and Families (ACF). OMHRA is one of 32 Health Professions Opportunity Grantees nationwide that will work to improve the work readiness and employment outcomes for low-income workers and TANF participants.

  • Whom will the project serve?
      • At least 800 low-income adults and 200 incumbent workers will be trained over 5-years. The areas of training include Allied Health, Long-term Care, Child Care Health Advocacy, Health Information Technology and Nursing.
      • At least 25% of all participants trained will be racial, ethnic and linguistic minorities, who are disproportionately underrepresented in the NH higher education and health workforce systems.
      • The four geographic regions to be served by the project are Concord, Manchester, Nashua and the Seacoast.

  • Who is involved in leading HPOP?
      • OMHRA partnered with the Division of Family Assistance (DFA), the NH Department of Labor (DOL) and the Office of Workforce Opportunity. These and many other partners at the state and regional level will be engaged in the different components of project implementation.
      • In April of 2011, Lutheran Social Services of New England was awarded the contract for delivery of the Case Management & Training component of HPOP, and will be working closely with OMHRA HPOP staff.

  • What are the plans for sustainability?
    • We will work with employers and educational institutions for sustainability after the 5-year project period. This includes promoting a more diverse health workforce reflective of NH's shifting demographics.
  • My organization offers healthcare training. How can we participate in this project?
    • We will be establishing a Health Educators' Consortium. Please provide us with your contact information so that we may follow-up with you.

  • As a healthcare employer, how do I hire skilled graduates of your program?
    • We will be establishing a Healthcare Employers Consortium to elicit input on current workforce needs and establish a wide network for job development and placement. If you represent a Healthcare Employer, please provide us with your contact information so that we may follow-up with you.

  • How will the $12 million be spent?
    • Most of the money will go directly to participants for tuition assistance and other supportive services to assist people in removing barriers to employment. Our goal is for this money to help unemployed and underemployed individuals get trained and successfully employed so they can become economically self-sufficient.
